1. RECOMMENDATION
It is respectfully recommended
1.1 that the fee-for-service agreement attached to this report, between the Corporation of the Town of Niagara-on-the-Lake and The Niagara-on-the-Lake Chamber of Commerce & Visitor & Convention Bureau Inc., be forwarded to Council for approval.
2. PURPOSE / PROPOSAL
The purpose of this report is to seek Council approval for a formal fee-for-service agreement with The Niagara-on-the-Lake Chamber of Commerce & Visitor & Convention Bureau Inc.(Chamber).
3. BACKGROUND
The Chamber has traditionally provided visitor and tourism marketing services on behalf of the Town. In addition, representatives of the Chamber provide professional expertise and communications support on a range of policy matters. This agreement formalizes that arrangement and provides a remuneration mechanism for these services.
4. DISCUSSION / ANALYSIS
The draft agreement recognizes that the Chamber is the Destination Marketing Organization (DMO) for Niagara-on-the-Lake and sets out various activities and responsibilities in that regard, including but not limited to, tourism marketing initiatives and pursuit of funding sources to implement these campaigns, attendance at tourism-related conferences, publication of the annual visitor guide, accommodation bookings through Chamber members, operation of Visitor Information Centres, handling of parking infraction complaints, and hosting special events.
Chamber members will continue to provide expertise and communications support in various policy matters through participation on relevant Town Committees.
5. FINANCIAL IMPLICATIONS
The Chamber will receive funds for these services on an annual basis to be determined by the Discretionary Grant Committee. The Town will continue to provide general liability insurance to the Chamber for special events which promote the Town to external visitors.
6. COMMUNICATIONS
Once finalized, a signed copy of this Agreement will be provided to the Chamber.
7. CONCLUSION
It is respectfully requested that Council approve the agreement between the Town and the Chamber for a fee-for-service.
