Subject:Mower Replacement Quotations

1. RECOMMENDATION
It is respectfully recommended

1.1 That the Parks and Recreation Department purchase a 2013 104” Deck Hustler Mower, a 2013 72” Deck four wheel drive Hustler Mower, and a 2013 48” Deck Stander Mower for a total price of $58,519.58, including taxes, to be funded from the Parks and Recreation Vehicle and Equipment Reserve.

2. PURPOSE / PROPOSAL
To replace two riding mowers, P558 and P563.

3. BACKGROUND
The 2013 capital budget includes $56,000 for the replacement of two riding mowers. Following extensive staff consultation and testing of equipment it has been determined that two Hustler riding mowers and a Stander mower (for moderate slopes and tight spaces) will increase the efficiency and safety of the mowing operation.

Details of proposed replacement mowers are as follows:

Three dealers were contacted and provided with bid packages, and three quotations were received. Dealers contacted and responding were J & S Performance, Niagara-on-the-Lake, Hitch City, Mississauga, and Agri - Con Equipment, Thames Centre.

4. DISCUSSION / ANALYSIS
The low bids for the 104” Deck Hustler Mower and 72” Deck four wheel drive Hustler Mower are recommended to be approved. As there is no difference with the three bids for the 48” Deck Stander Mower, it is recommended that the quotation from the closest firm, E & R Lawn Equipment of Niagara Falls, be accepted.

5. FINANCIAL IMPLICATIONS
The 2013 Parks and Recreation Capital Budget includes $56,000 for mower replacement which is to be funded from the Parks and Recreation Vehicle Reserve. After our HST rebate, the total cost is within the budgeted price.

We anticipate delivery of the Hustler Mowers within three weeks, and the Stander Mower within two days.
