and Centre Street Watermain Replacement and Resurfacing (Regent

1. RECOMMENDATION
It is respectfully recommended

1.1 That Council accept the low tender of $977,425.00 (excluding applicable taxes) from Peters Excavating Inc. for the King Street and Centre Street Watermain Replacement from John Street to Johnson Street and King Street to Regent Street respectively, with final payment based on actual quantities and tendered unit prices.

1.2 That Council accept the estimated engineering costs for inspection, contract administration, as-constructed survey and plans, maintenance period verification and disbursements from Kerry T. Howe Engineering Limited in the amount of $44,800.00 (excluding applicable taxes).

2. PURPOSE / PROPOSAL
The purpose of this report is to obtain Council's approval for award of the tender for the King Street and Centre Street Watermain Replacement.

3. BACKGROUND
This project was added to the 2017 Capital Watermain Replacement Program in the fall of 2016 after the Town learned of available funding through the Clean Water and Wastewater Fund (CWWF) Grants Ontario. On or about July 5, 2017 the Town was informed that our grant application was successful and proceeded with tendering the project. The project consists of the installation of 780 meters watermain replacement King Street and Centre Street from John Street to Johnson Street and King Street to Regent Street. Tenders were prepared by Kerry T. Howe Engineering Ltd., and advertised in the August 5, 2017 edition of the St. Catharines Standard, Niagara Falls Review, Welland Tribune, at the Niagara and Hamilton/Halton Construction Association offices, the Town's website and on e-procurement web site Biddingo.

4. DISCUSSION / ANALYSIS
On Tuesday, August 22, 2017, the following tenders for the King Street and Centre Street Watermain Replacement tender were opened and reviewed:

* The tender from Peters Excavating Inc. contained numerical errors, however, the correction did not affect the final outcome. The tender prices shown above have been updated to the correct value.

The total estimated cost of the complete project (excluding applicable taxes) is:

Inspection and Contract Administration $ 44,800.00
Geotechnical Investigation $ 15,000.00
Staff Time & Approval Fees $ 10,000.00
Total Costs $ 1,047,225.00

The project funding allocation as per the successful CWWF grant funding, is as follows:

King Street Water (C00444) – Town Contribution - 25% $ 227,428.75*
King Street Water – Federal Contribution - 50% $ 454,857.50
King Street Water – Provincial Contribution - 25% $ 227,428.75
Subtotal King Street Funding $ 909,715.00

Centre Street Water (C00826) - Town Contribution - 25% $ 43,182.75**
Centre Street Water - Federal Contribution - 50% $ 86,365.50
Centre Street Water - Provincial Contribution - 25% $ 43,182.75
Subtotal Centre Street Funding $ 172,731.00

Total Funding $ 1,082,446.00

The Town's contribution for the CWWF grants is being funded from water/wastewater reserves and has been confirmed by the Town's Treasurer that there are sufficient funds available to cover the proposed works.

* - $68,000.00 of the $227,428.75 Town contribution has been previously funded through water/wastewater reserves as approved by Report #OPS-16-042.

** - $28,000.00 of the $43,182.75 Town contribution has been previously funded through water/wastewater reserves as approved by Report #OPS-16-042.


8. COMMUNICATIONS
Once Town Council has approved the award of this tender all bidders will be formally advised as to Council's decision.

9. CONCLUSION
It is recommended that Council accept the low tender from Peters Excavating Inc. and Kerry T. Howe Engineering Limited for the King Street and Centre Street Watermain Replacement from John Street to Johnson Street and King Street to Regent Street
