Subject:Tender for a New Backhoe Loader with Bucket Attachments


1. RECOMMENDATION

It is respectfully recommended

1.1 That Council accepts the tender from Toromont CAT, with trade-in, for $102,500.00 for the purchase of a new 2016 Caterpillar backhoe loader with bucket attachments.

2. PURPOSE / PROPOSAL

The purpose of this report is to obtain Council's approval for the purchase of a backhoe loader with bucket attachments.

3. BACKGROUND

The approved 2016 equipment budget authorized the purchase of a new backhoe loader with bucket attachments (Project No. C00313). Tender documents were prepared with a requirement for the backhoe loader to be supplied fully equipped with attachments. Prices were to be quoted with or without a trade-in allowance.

On March 8, 2016, the Town received five tender submissions for the supply of the above noted backhoe loader and attachments. The tenders were publicly opened and referred to the Public Works Department for review and recommendations.




4. DISCUSSION / ANALYSIS

The five tenders received were as follows:

The tender submissions were reviewed by Public Works staff for conformance to specifications, completeness and arithmetic errors.

Staff have reviewed all the submissions and checked them against the required specifications and determined that the bid submitted by Toromont CA for $102,500.00 (excluding HST), with trade-in was the lowest bid to meet specifications.

5. FINANCIAL IMPLICATIONS

The approved 2016 Public Works Capital Budget allocated $140,000.00 for the purchase of this new backhoe complete with attachments (Project No. C00313). This tender was under budget ($37,500.00).

6. COMMUNICATIONS

Public Works staff will advise all the bidders of Council's acceptance and establish an appropriate delivery date for the equipment.
