3. Presentations
3.1 Amy Klassen from the Niagara Historical Society & Museum presented on an overview of the classroom program for the Voices of Freedom Educational Program:
A brochure for VOF park and the acknowledgement of the Walking Tour App was discussed; the committee were all in favour of it. A copy of the presentation is attached hereto as (Appendix A).
- Overview of the Walking Tour App coming in July 2019
- Teacher overview; the Voices of Freedom Educational committee approached the Niagara Catholic & District School boards regarding this program. The program is designed to encourage students to experience history. The program will highlight 5 perspectives of NOTL's early Black residents from the 18th century into the 20th century. Students will handle primary sources and use observation and historical thinking strategies to piece together an accurate portrait of the Black community in Niagara-on-the-Lake.
- The educational program has been designed using the Ontario Curriculum for Grades 3, 6, 7 & 8.
4. Adoption of Agenda
Moved by Councillor John Wiens that the agenda be adopted as presented with Business and New Business items added: Hydro Boxes – Queen street, Addition to Nicole Cripps to the committee, CIB materials for sale, Fundraising Business cards, Queenston Heights Trail and Hydro going paperless.
APPROVED, AS AMENDED.

6. Previous Minutes
The committee reviewed the Minutes of March 06, 2019.
7. Correspondence
7.1 CIB Mandate was discussed and Motion was put forth to accept the changes to the mandate on the Terms of Reference to read;
The Communities in Bloom (CIB) committee is a joint effort between volunteer residents and Town Operations staff. The focus is on beautification and enhancement of our green spaces across all communities in Niagara on the Lake. This program encourages community involvement with contests, activities and promotions designed to create civic pride and activate resident engagement and participation. We strive to create a community based on Communities in Bloom’s criteria of tidiness, environmental action, heritage conservation, urban forestry, landscape and an abundance of floral displays.
The ultimate goal of this program is to leverage the result to drive global awareness of NOTL as one of the most beautiful places in the world to live and visit.

8. Business
8.1 Native Wildflower Program
The committee advised they would defer this item until Judith Patey is in attendance.
8.2 British Telephone Booth
The committee discussed the idea and decided that this item will be deferred and added to a future agenda when Judith Patey is in attendance.
8.3 Garden of the Week
The committee discussed and decided they are going forward with the program. Bette Ann James will head this program. Staff advised there is room in the CIB budget for advertisements.
8.4 Staff Action Items
- Community Gardens: Staff shared the research of the 5 different Municipalities Community Gardens programs. There are 2 different models, staff preferred the community driven model. Staff and Vicky Downes are going to do more research and come back to the committee
- Adopt-a-Park: Staff shared the information they gathered from going to the City of Hamilton and doing some background of their Adopt-a-Park program. Staff is going to gather more information regarding a trailer, costs associated with the program and locations and come back to the committee. The committee was in favour of this program. Committee members are going to research sponsorship opportunities for the trailer and supplies.
- Shared One Drive: Staff created a One drive folder to share documents and shared the invite to the committee. The committee asked that the invitation be sent out again.
- Clerks - Proclamation: CIB week was brought presented to Council and declared the date will be May 6, 2019; the kick-off event date and location will go out in a press release. Garden Days will be presented at the May Council meeting.
- Assistance for Tulip programs: The Lord Mayor is looking for volunteers to assist. The time frame is usually mid May to the first week of June. Interested candidates should contact the Lord Mayor directly.
- Kick-off events: The committee discussed a media event for the Adopt-a-Park program. At such events the CIB committee would be able to discuss all of the CIB programs.
- Preliminary Budget: The committee discussed the budget with staff and staff shared what the difference in finances would be with a judging year vs. a non-judging year.
- CIB mandate: the CIB mandate was discussed in Correspondence and a motion was put forth.
9. New Business
9.1 Hydro Boxes
Staff discussed the hydro box program with the committee, the committee was in favour of the program as it tied into community beautification.
9.2 Addition to Nicole Cripps to the committee
The committee discussed adding Nicole Cripps from the Chamber of Commerce to the committee.
Moved by Diane Hemmings that Nicole Cripps be added as a member to Communities in Bloom Committee and that Town Council consider this request.
APPROVED.
9.3 CIB materials for sale
The committee discussed the future potential of having CIB material for sale.
9.4 Fundraising Business cards
The committee requested that the Town provide business cards to committee members for use when canvassing for sponsorships. Staff advised they would provide.
9.5 Queenston Heights Trail
Rene Bertschi shared his experience with walking the trail with the committee and provided a link of a video he shot. https://youtube/DQiLIy0RSbM
9.6 Paperless billing Hydro
Councillor John Wiens discussed with the committee of the switch to paperless billing from Hydro and that funds will go to the Niagara-on-the-Lake Tree Fund.
